On Thursday, Dec. 12, McVoy was outside of the Henderson Museum. He approached two female students and asked them questions that did not make sense. On Dec. 13, McVoy was on a BuffBus, staring at two female students. He then grabbed one of the students on her leg and made comments that did not make sense.</p> <p>McVoy is currently excluded from the CU Boulder campus due to previous actions. He is possibly facing physical harassment and trespassing charges for violating the exclusion. Shortly after, officers arrested and booked her into the Boulder County Jail on one misdemeanor charge of harassment. She was also served with an exclusion notice from the CU Boulder campus. Krajacic, 33, is not affiliated with the campus.</p> <p>“I want to thank the CU Boulder community for the tips they provided as we searched for Ms. Krajacic,” said CUPD Chief Doreen Jokerst.</p> <p dir="ltr">Under Colorado law, a person commits harassment if, with intent to harass or alarm another person, directs obscene language or makes an obscene gesture to or at another person in a public place. Thanks to community tips and body-worn camera video from prior interactions with the suspect, CUPD has identified her as 33-year-old Rebekah Krajacic.&nbsp;In a video posted to social media,&nbsp;Krajacic&nbsp;is seen making racist comments toward students in the Engineering Center.</p> <p>CUPD officers found&nbsp;Krajacic&nbsp;camping on campus last month, in violation of CU policy.&nbsp;Krajacic&nbsp;is not affiliated with the CU Boulder campus.</p> <p>CUPD has received reports that other people on campus have had negative interactions with her. The victim reported that two men approached her. Each man grabbed one of her arms and took her to a secluded area nearby. He has a thin build with spiky hair that may have been highlighted. This includes the CU Boulder, University of Colorado Colorado Springs, and Anschutz Medical Campus police departments, as well as the Auraria Police Department, which provides police services for the CU Denver campus. The campaign requires police departments to complete certain steps that aim for successful interactions between police officers and persons affected by mental illness.</p> <p>“We all know how important it is for our officers to understand how to help people we encounter who may be dealing with mental illness,” said CU Boulder Police Chief Doreen Jokerst. “By completing this program, we are committing to provide the best service to our community.”</p> <p>To complete the One Mind Campaign, police departments must pledge to implement the following steps:</p> <ul> <li>Establish a sustainable partnership with one or more community mental health organization(s)</li> <li>Develop and implement a policy addressing police response to persons affected by mental illness</li> <li>Train and certify all of the agency’s sworn officers in mental health first aid or other equivalent mental health awareness program</li> <li>Provide Crisis Intervention Team training to a minimum of 20 percent of the agency's sworn officers</li> </ul> <p>“UCCS Police believes the One Mind Campaign will help our department to better understand the complexities of mental health calls for service,” said Marc Pino, chief of the University of Colorado Colorado Springs Police Department. “We are excited by this partnership to better respond to our community.”</p> <p>Randy Repola, police chief at the Anschutz Medical Campus added that both sworn police officers and civilian staff will receive the training.</p> <p>“Partnering with community mental health efforts is consistent with our campus’ priority to escalate work in mental health and wellness,” he said. “We are acutely aware of the need for trained officers who are prepared to interact with persons experiencing mental health crisis in our community.”</p> <p>Chief Michael Phibbs of the Auraria Higher Education Center believes that “Understanding the difference between mental health issues and simple criminal behavior is critical to policing in urban environments. Officers will be recording both audio and visual law enforcement interactions between themselves and citizens. Officers are expected to turn on the cameras in most interactions with the public.</p> <p>In recent years, police departments across the country have found benefit in officers using the equipment to augment their reports and testimony of certain incidents. Additionally, the cameras will enable CUPD administrators to conduct periodic reviews of officer-citizen contacts to ensure high levels of service. CUPD will join the Boulder Police Department and several other law enforcement agencies across the county in deploying the cameras.</p> <p>“Body-worn cameras are an important tool for our officers and our community,” said CU Boulder Chief of Police Doreen Jokerst. “The use of these cameras strengthens both transparency and accountability for our officers. And it can also de-escalate intense situations to better ensure safety of the public and our officers.”</p> <p>In recent months, the department has been diligent in searching for a vendor, hiring data management personnel and writing an effective policy. CUPD sought input from the CU Boulder Office of Institutional Equity and Compliance, University Legal Counsel, Boulder County District Attorney’s Office and American Civil Liberties Union.</p> <p>“Chief Jokerst and the CU Bolder Police Department have proven that when police departments are genuinely committed to promoting police transparency and accountability and protecting privacy, they can craft exceptional police body camera policies that serve the needs of all stakeholders,” said Chad Marlow, ACLU senior advocacy and policy counsel. “The ACLU is pleased to have been able to work with the CUPD to develop a policy that respects everyone’s rights and holds them accountable.”</p> <p>Boulder County Assistant District Attorney Kenneth Kupfner added, “The District Attorney’s Office appreciates the opportunity to work collaboratively with CUPD on its body-worn camera policy. The employee reported that she was in&nbsp;the basement when she noticed a man standing near the women’s restroom. When she exited the restroom, the man exposed himself to her. When she turned to run away, he attempted to stop her, although he never touched her.</p> <p>The suspect is described as a black male, 5 feet&nbsp;9 inches and 5 feet 10 inches tall, average build, in his mid-20s, with short hair and no facial hair. This is the undeveloped land owned by CU Boulder that is approximately two miles southeast of Main Campus, near U.S. 36 and Table Mesa.</p> <p>A mother and her daughter were on a trail on the property when the daughter rounded a bend before her mom. There, the daughter saw a man who turned towards her and lowered his shorts and lifted his shirt. The man was inappropriately touching himself.
